Function and Sructure of FA


Forestry Administration (FA) is a government authority under MAFF for the management of forests and forest resources in accordance with the National Forestry Sector Policy and the Forestry Law.

The Forestry Administration has a unique management and organization structure for the whole country in vertical line, which divided into central, inspectorate, cantonment, division, and triage forestry administration levels.

Forestry Administration performs the duties as follows:

  • To manage and develop the government officials of FA for the whole country, from the central, inspectorates, cantonments, divisions, up to the triages level.
  • To ensure sustainable permanent forest estate management by regulating to all forestry activities.
  • To study and collect data on all forest regarding scientific, economic, social, and environmental factors in order to set a sustainable production rate.
  • To assess the boundary, to classify and to demarcate the forestlands in order to develop a land use map of the permanent forest estate in coordination with the ministry of land & urban management and construction, local authorities, and communities.
  • To prepare and implement the national forestry management plan at each level of FA.
  • To promote reforestation on degraded forestland and idle land.
  • To promote the development of communities forestry agreements and programs by providing financial and technical assistances where feasible to communities.
  • To develop and implement the programs for the research, protection and conservation of forest resources and wildlife.
  • To take appropriate measures to investigate, prevent and suppress all forest destruction, forest fires and forest clearing with effectively ensuring law enforcement.
  • To promote public education programs which demonstrate the importance in the management, protection and conservation of forest resources, as well as to take measures to rehabilitate the natural ecosystem and conserve national forest.
  • To promote international cooperation in order to strengthen the capacity of forest protection and development.
  • To ensure the timely and complete assessment of all forest related activities which may have the significant social and environmental impact prior to approval of such activities.
  • To perform other duties provided by MAFF leaders.
    The Forestry Administration is led by one chief, equivalent to the director of department, and assisted by some deputy chiefs as needed.

    Forestry Administration comprises offices, entities, inspectorates, cantonments, divisions, and triages as below:

A. Offices and entities at central level

B. Local level

1. Inspectorate Forestry Administration, equivalent to the provincial department.

To control, advise, coordinate and conduct inspection on the implementation of all the activities by cantonments, divisions and triages FA within its own jurisdiction, and to perform other duties provided by the chief of FA.

2. Cantonment Forestry Administration, equivalent to the office at central level

  • To control, conduct, coordinate the divisions and triages FA within its own jurisdiction.
  • To implement the policy and management plan of national forestry sector.
    To study and develop forestry sector management plan within its own jurisdiction, to setup the workplan for the implementation of the FA divisions, and to submit those plans to the chief of FA.
  • To study and manage the permanent forest reserves to establish as community forest with identifying the precise boundary, optimum size of forest resources and the needs of local communities for traditional uses.
  • To issue timber and NTFPs harvesting quota for local communities.
  • To issue permits for the establishment of timber and NTFPs delivery stock and small scale handicrafts.
  • To issue permits for the establishment of all kilns in industrial or handicraft forms which use timber and NTFPs as primary materials.
  • To issue transportation permits for timber and NTFPs derived from community forests.
  • To sign community forestry agreement with local communities that reside inside or near the permanent forest reserves.
  • To regularly report to the chief of FA by monthly, quarterly, semestry, nine-monthly and yearly on the activities of forestry sector within its own jurisdiction.
  • To perform other duties provided by FA leaders.

3. Division Forestry Administration, equivalent to the provincial office

  • To implement the assessment of forest and wildlife resources and to demarcate the forest boundaries.
  • To study, research and implement the management and conservation of wildlife and its habitats.
  • To study, develop and implement the forestry sector management plan within the jurisdiction.
  • To develop the management plan of ex-concessions production forests within the jurisdiction and to submit the plan to the chief FA for approval.
  • To implement the reforestation and forest rehabilitation.
  • To implement extension, protection and strike against the forest fire.
  • To coordinate, review and provide technical assistances to the forestry community.
  • To control forest harvesting operation, and to measure, evaluate the quantity and quality of timber and NTFPs in order to record in the book "A".
  • To implement investigation, prevention and suppression to all forest and wildlife offences.
  • To file the forest and wildlife offences cases and send the offences report to the court.
  • To issue timber and NTFPs harvesting permits exceeding the traditional use rights of local community in community forests.
  • To issue timber and NTFPs transportation permits originated from its own jurisdiction.
  • To regularly report to the chief of FA cantonment by monthly, quarterly, semestry, nine-monthly and yearly on the activities of forestry sector within its own jurisdiction.
  • To perform other duties provided by FA leaders.

4. Triage Forestry Administration, equivalent to the division of the office at central level.

Every office, entity, inspectorate, cantonment, and division forestry Administration is led by one chief and assisted by some deputy chiefs as needed for effectively implementing their authority, roles and duties in the forestry sector management.

The chief of offices, entities, inspectorates, cantonments, and divisions FA shall responsible to the chief of Forestry Administration for implementation of all the activities and duties.

Deputy chief of offices, entities, inspectorates, cantonments, and divisions FA shall be delegated some duties to charge and shall be responsible to their own chief for all activities and duties and shall responsible together with the chief for implementation of all activities and duties.
